ACCESS CABLECASTING. (a) In order that the Access Corporation can cablecast its Programming over the PEG Access downstream channels, all PEG Programming shall be modulated, then transmitted from any location with origination capability to the Cable System headend, on two (2) or more of the I-Net upstream channels made available, without charge, to the Town and the Access Corporation for their use. The Access Corporation shall be responsible for the costs of the equipment associated with said modulation and transmission over and above the equipment provided pursuant to Exhibit D attached hereto and made a part hereof. (b) The Licensee shall provide the Access Corporation with the capability to ensure that said Programming is properly switched, either manually or electronically, to the appropriate downstream channel, in an efficient and timely manner. At the headend, said Access Programming shall be retransmitted in the downstream direction on two (2) or more downstream PEG Access Channels. The Licensee shall not charge the Access Corporation for such switching responsibility. The Licensee and the Issuing Authority shall negotiate in good faith any difficulties that arise regarding cablecasting of PEG Access Programming. (c) The Licensee shall provide and maintain all necessary processing equipment in order to switch upstream Signals from the Access Corporation to the designated downstream Access Channels. Nothing herein shall require the Licensee to provide end-User equipment.

(b) The Licensee shall provide the Access Corporation with the capability to ensure that said Programming is properly switched, either manually or electronically, to the appropriate downstream channel, in an efficient and timely manner. At the headendHub Site or Headend, said Access Programming shall be retransmitted in the downstream direction on two (2) or more downstream one of the appropriate Downstream PEG Access Channels, as identified by the Town and/or the Access Corporation.
(b) It shall be the Licensee's sole responsibility to ensure that said PEG Access Programming is properly switched to the appropriate PEG Access Downstream Channel, in an efficient and timely manner. The Licensee shall not charge the Town and/or Access Corporation for such switching responsibility. The Licensee and the Issuing Authority shall negotiate in good faith any difficulties that arise regarding cablecasting of PEG Access Programming.
(c) The Licensee shall provide and maintain oversee all necessary switching and/or processing equipment in order to switch upstream Upstream Signals from the Town and/or the Access Corporation to the designated downstream Downstream Access Channels. Nothing herein Channel.
(d) The Licensee shall require monitor Subscriber Network Downstream PEG Access Channels for Signal technical quality and shall ensure that they are maintained at standards commensurate with those which apply to the Cable System’s commercial channels, provided however, that the Licensee is not responsible for the technical quality of the PEG Access Programming.
(e) There shall be no charge to provide end-User equipmentthe Town or Access Corporation for upstream or downstream transmission, switching or processing.

(b) The Licensee shall provide the Access Corporation with the capability to ensure that said PEG Access Programming is properly switchedsent upstream to the Headend, either manually or electronically, where such PEG Access Programming will be automated and electronically switched to the appropriate downstream channelDownstream Channel, in an efficient and timely manner. At the headendHeadend or the Licensee’s Hub, said PEG Access Programming shall be retransmitted in the downstream direction on two (2) or more downstream one of the Downstream PEG Access Channels. The Licensee shall not charge the Town and/or the Access Corporation for such switching responsibility. The Licensee and the Issuing Authority shall negotiate in good faith any difficulties that arise regarding cablecasting of PEG Access Programming. The Licensee shall be responsible for automated switching of PEG Access Programming at its Headend and the Access Corporation shall be responsible for switching its Access Programming, as necessary, at its hub site.
(c) The Licensee shall provide and maintain all necessary processing equipment in its Headend in order to switch upstream Upstream Signals from the Access Corporation to the designated downstream Downstream Access ChannelsChannel. Nothing herein shall require the Licensee to provide end-User user equipment.

ACCESS CABLECASTING. The Access Corporation shall be responsible for the costs of the equipment associated with said modulation and transmission over and above the equipment provided pursuant to Exhibit D attached hereto and made a part hereof.
(b) The Licensee shall provide the Access Corporation with the capability to ensure that said Programming is properly switched, either manually or electronically, to the appropriate downstream channel, in an efficient and timely manner. At the headend, said Access Programming shall be retransmitted in the downstream direction on two the Access Channel(s).
(2b) or more downstream PEG The Franchisee shall maintain the Access ChannelsChannel(s), and shall monitor the Access Channel(s) for technical signal quality and shall ensure that they are maintained at standards commensurate with those that apply to the Cable System’s commercial channels pursuant to FCC technical standards. The Licensee Franchising Authority shall be responsible for the picture quality of all Access Programming at the demarcation point, which shall be the modulator output at the origination location. To provide for adequate picture quality, the City’s video signals shall meet NTSC standards and/or the minimum operating input parameters of the modulators.
(c) It shall be the Franchisee’s sole responsibility to ensure that Access programming is automatically switched to the appropriate Access Channel(s), in an efficient and timely manner. The Franchisee shall not charge the Access Corporation Franchising Authority and/or its designee(s) for such switching responsibility. The Licensee City or its designee is responsible for all manual switching. The Franchisee and the Issuing Franchising Authority shall negotiate negotiate, in good faith faith, any difficulties that arise regarding cablecasting of PEG Access Programming.
(cd) The Licensee Franchisee shall provide and maintain all other necessary switching and/or processing equipment located in its headend facility in order to switch upstream Signals signals from the Access Corporation City to the designated downstream Access ChannelsChannel(s). Nothing herein shall require the Licensee Franchisee to provide end-User any other switching equipment or any other end user equipment.
