Access rights of the Authority and others. The Implementation Agency shall allow free access to the Site at all times for the authorized representatives and vehicles of the Authority, DGQA/ DDP, Project Monitoring Committee and the Project Consultant, and for the persons and vehicles duly authorized by any Government Instrumentality or designated GOI agency to inspect the Project and to investigate any matter within their authority, and upon reasonable notice, the Implementation Agency shall provide to such persons reasonable assistance necessary to carry out their respective duties and functions.
