Added Value. Whilst there is a clear lead deliverer, increasing take-up of direct payments to reach the stretch target requires a culture change amongst service users, carers and providers. The support and input of a wide range of other agencies in the public and voluntary sector is crucial in ensuring that direct payment scheme are made more accessible to Older People. The Council’s Health and Social Care Directorate are the main deliverers of direct payments but the support of other key agencies and organisations has been acquired. Outcomes will be increased by greater publicity on direct payments, proactive intervention by assessment and care management staff and through increased support services. The appointment of Management Coordinator for 3 years to handle the extra work is required (£54k) and halfway into the Agreement extra capacity will be required (£30k). A further amount for training, promotion and increasing awareness of the scheme amongst partner organisations is required (£15k). Total pump priming grant £99k.
