Additional Payment Terms. 1. If payments made to the University exceed the amount to which the University is entitled under this Agreement, the excess is a debt owing to the Minister and shall be promptly repaid. 2. The Minister may, in the Minister’s sole discretion, waive any condition (in whole or in part) required to be met by the University to release the withheld funds outlined in Section A.3. 3. No interest is payable to the University on any portion of funds withheld under Section A.3.
