Adoption/Changes in Board Policy. In matters not covered by this Agreement, the Board will not adopt or change policy which affects wages, hours, or other terms and/or conditions of employment of the employees in the unit, represented by the Association, unless it shall first notify, in writing, the Association of the proposed change. The Association shall not have the right to reopen the contract to negotiate such proposed change during the term of the contract.
