Agency’s Refusal to Issue Certificate of Completion or Partial Certificate of Completion Clause Samples

The 'Agency’s Refusal to Issue Certificate of Completion or Partial Certificate of Completion' clause defines the circumstances under which the agency may withhold formal acknowledgment that a project or a specific phase of work has been satisfactorily completed. Typically, this clause outlines the standards or requirements that must be met before such certificates are granted, such as compliance with plans, rectification of defects, or completion of inspections. By specifying the grounds for refusal, the clause ensures that the contractor is aware of the expectations and provides the agency with a mechanism to enforce quality and contractual compliance before final acceptance or payment is made.
