AIMS AND OUTCOMES. The intention is to jointly oversee strategic commissioning, through a population-based approach, focused on health and social care outcomes for all adults with a learning disability. The commissioning of services for people with a learning disability will be transformed through joint commissioning budgets and contracting arrangements, which incentivise system-wide improvement, placing ever-greater emphasis on the outcomes achieved in addition to the quantity of activity delivered.
