An applicant for. a vacancy or a newly-created position who is denied such position shall be notified. The senior employee bidding on a position in a new classification within the bargaining unit, if she/he has not been granted the promotion, shall upon request, be given the reason in writing. The decision as to qualifications shall be based on the District’s opinion which is subject to the grievance procedure.
