APPLICATION AND INTERPRETATION OF AGREEMENT. 28.1 Employees or their representatives will call the attention of the supervisory officers to any violation of the terms of this Agreement and if necessary, the System General Chairman will refer such matters to the proper office of the NQISL. 28.2 Any question of interpretation which may arise will be settled by the System General Chairman with the proper officer of the NQISL. 28.3 No ruling will be made by an officer of the NQISL changing any generally accepted interpretation of any article of this Agreement without first having discussed the matter with the System General Chairman. A copy of the ruling issued will be furnished to the Senior System General Chairman, which can be grieved starting at the arbitration level. 28.4 No local arrangements which conflict with the generally accepted interpretation for the provisions of this Agreement will be entered into unless first approved by the System General Chairman affected and the proper officer of the NQISL.
