Application of Service Payments and NCA Revenue from Blocks A, D, F, G, H and Z. The Cooperative Agreement shall provide that the City will apply on each May 15 and November 15, or such later date that the City receives the semi-annual distributions of Service Payments and NCA Charges, all Service Payments and NCA Revenue from each Block, other than Block B and Block C, that it has received since the prior application of such funds in the following order of priority, provided that Service Payments resulting from the 5709.40
