Apprentice Ratio. The Joint Ap- prenticeship Committee shall assign, transfer, and re- assign all apprentices to regular members of the Employer’s Association and to individual Employers who are covered by this Agreement or who subscribe to its terms and who employ at least three (3) journeymen for ten (10) months of the year. The Employer shall be entitled to employ apprentices on the following basis:
