Attachment O. In order to change the Attachment O rate formula, the governance and coordination provisions of Articles III and IV of this Appendix K shall apply, provided that those Transmission Owners that do not have their revenue requirements calculated through such formula shall not have voting rights pursuant to Articles III and IV of this Appendix K with respect to such a change.
