Barriers and diversions. The Authority shall procure that during the Operation Period, no barriers are erected or placed by any Government Instrumentality on the XXX Ropeway except for reasons of Emergency, national security, law and order or collection of inter-state taxes. The Authority shall also make best endeavours to procure that no Government Instrumentality shall undertake or cause to be undertaken, except for reasons of Emergency, national security or law and order, any diversions of traffic from, or closing down of approach roads to the XXX Ropeway that may cause a material adverse effect on the flow of traffic to and from the XXX Ropeway.
