The Base Hourly Rate clause defines the standard hourly fee that will be charged for services rendered under the agreement. Base Hourly Rate. The Base Hourly rate guarantees the Federal Minimum Wage or the Special Federal Minimum Wage as applies to Full Time and to Casual Employees plus the casual default loading of 20% in lieu of paid annual leave and personal leave.
