Baseline Energy Use. A calculation of energy use of a building or piece of equipment over a specified period used to project energy use had the project not been implemented. Energy Conservation Measures (ECM). A measure to reduce energy use or costs, such as the installation of equipment or systems, or modification of equipment or systems, or revised operation and maintenance procedures. Guaranteed Performance.
