Basis for Selection. Any posted vacancy for a full-time or permanent part-time position shall be filled on the basis of required qualifications, demonstrated efficiency in the applicant's current or previous position(s), knowledge, skills and ability to do the job, and seniority. Where candidates' qualifications are considered equivalent, seniority will be the determining factor.
