Blend 2014 base experience. Cost report and encounter data was blended to create a single experience base for the development of the capitation rates. A 90% weighting was applied to the cost report data, with 10% weighting given to the encounter data. The encounter data was adjusted for known data issues described previously in this report prior to the application of this weighting.
