Business Mode. 3.1 The telecom value-added services under this Agreement collectively refer to various telecom value-added services and application services provided to users through Party A's communication network (mobile network, fixed network, and data network) and various value-added service platforms and based on the cooperation with Party B on the organization of contents, service system introduction, marketing promotion, etc. 3.2 The foregoing telecom value-added services are categorized by product maturity and product platform, and the categories include but without limitation to such services as WAP, Unicom wireless data service, MMS, mobile TV, mobile newspaper, mobile network access, IPTV, broadband internet, mobile commercial applications. The product variety will be enriched from time to time with the advance of technology and business innovation. 3.3 If the foregoing telecom value-added services are categorized by coverage, Party B shall provide the value-added services within the scope of whole network or local network on the basis of the scope specified in the Telecom Value-Added Service Operation License and Party A's regulations with regard to various value-added services. 3.4 Party A may charge related users communication fees for its provision of communication network and various value-added service platforms, and Party B may charge related users information service fees for its provision of telecom value-added services, which will be calculated and collected by Party A on behalf of Party B and under the authorization of Party B. 3.5 Party A will charge Party B some fees for its provision of such services to Party B as communication network resources, platform resources, user resources, access services and fee calculation and collection services. The fees will be collected by allocating related information service fees as mutually agreed by Party A and Party B, and the specific collection method, allocation ratio, fee calculation, settlement and fee collection charge and other contents will be specified in Chapter 10 herein. 3.6 Unless otherwise agreed by the two parties, Party B will recognize Party A's change to telecom value-added services and business mode based on business development requirements and assist Party A in completing such change. 3.7 If the State issues related policies, systems or administrative orders, Party A and Party B shall implement such policies, systems or administrative orders.

2.2 The above telecommunication businesses are divided into the following specific businesses by the respective maturity level and based on platform: WAP, JAWA, IVR, SMS, MMS, Polyphonic Ringtone, Mobile Music, Mobile TV, SMS News, WAP Phone, IPTV, Broadband Network, and the cooperation with Party B on the organization of contents, service system introduction, marketing promotionmobile commercial application services, etc.
3.2 The foregoing telecom value-added services are categorized by product maturity and product platform, and the categories include but without limitation to such services as WAP, Unicom wireless data service, MMS, mobile TV, mobile newspaper, mobile network access, IPTV, broadband internet, mobile commercial applications. The product variety products varieties will be enriched expanded from time to time with the advance of technology according to technical and business innovationinnovations. For the specific cooperative businesses, see the supplementary agreements signed by the Parties hereto.
3.3 If the foregoing telecom value-added services are categorized by coverage, 2.3 Party B shall provide the local value-added services within in accordance with the specifications for each kind of value-added business of Party A, with range not exceeding the scope of whole network or local network on required by the basis of the scope specified in the Telecom Telecommunications Value-Added added Service Operation License License.
2.4 Party A will charge the communication fee to the users for providing the communications networks and Party A's regulations with regard to the various value-added services.
3.4 Party A may charge related users communication fees for its provision of communication network and various value-added service business platforms, and ; Party B may will charge related users information service fees fee to the users for its provision of telecom providing the telecommunications value-added services, which and the information service fee will be calculated billed and collected charged by Party A for and on behalf of Party B.
2.5 Party A provides to Party B the fee-based network sources, platform sources, user sources, as well as the fee-based access services, customer services, billing and under charging services through its customer service system and the authorization billing & charging supporting systems, the information service fee shall be charged as per the sharing methods agreed-upon by the Parties.
2.6 Party A will build up the relative business platforms to demonstrate the telecommunications value-added products of Party B, enabling the users and Party B to establishing a service relationship for the provision of the related products, in addition, it will also provide the relevant technical supports and charge fees to the users and Party B.
3.5 2.7 During the valid term of this Agreement, Party B shall, as requested by Party A, provide the relevant data reports pertaining to the development conditions of the users, users classifications, the using method of the users, business prospects and other data, and shall timely deliver to Party A will charge the users documents required for the business management of Party A to enable Party A to make timely update of the users’ database.
2.8 Party A shall ensure from the technical prospective the normal use and ordering of Party B’s business.
2.9 Party B some fees is responsible for its provision providing lawful and quality business services and service content. The user’s successful purchase of such the business or content services to of Party B as communication network resourcesby all manners, platform resourcesincluding the internet, user resourcesSMS, access IVR, etc. shall be deemed signed the relevant service contracts with Party B. 2.10 During the valid term of the above service contracts, Party B shall be responsible for the users to the extent of the services and fee calculation content, and collection services. The fees will shall ensure the quality of the services and ensure that the content satisfies the user’s demands and complies with the relevant laws and regulations.
2.11 Party B agrees, in its providing the telecommunications value-added business, to strictly comply with the relevant regulations released by the Ministry of Industry and Information Technology of China, the business specifications and management manuals formulated by Party A, the management rules, business quality standards, customer service standards ad other document rules formulated or to be collected formulated by allocating related information service fees as mutually agreed Party A.
2.12 Party B acknowledges any changes raised by Party A and Party B, and in terms of the specific collection method, allocation ratio, fee calculation, settlement and fee collection charge and other contents will be specified in Chapter 10 herein.
3.6 Unless otherwise agreed by the two parties, Party B will recognize Party A's change to telecom telecommunications value-added services business and the business mode based on business development requirements model, and agrees to assist Party A in completing such changechanges, unless otherwise agreed-upon by the Parties.
3.7 If 2.13 The Parties shall abide by and implement the State issues related policies, systems rules or administrative orders, Party A and Party B shall implement such policies, systems or administrative ordersorders released from time to time by the authorities in charge of this industry.
