Changes Forbidden without Consent of Owner. Neither the Program Manager nor the Design-Builder shall make any change whatsoever in the work without an approved Change Order. In the absence of an approved Change Order, the Design-Builder shall have no claim for payment, repayment, reimbursement, remittance, remuneration, compensation, profit, cost, overhead, expense, loss, expenditure, allowance, charge, demand, hire, wages, salary, tax, cash, assessment, price, money, bill, statement, dues, recovery, restitution, benefit, recoupment, exaction, injury, damages, or time based upon or resulting from any change. The provisions of this Article do not apply to emergencies as described in Article 1.4.4.
