Possibly add to base Tariff in the section describing how to set up new service. 2.2.1 through 2.2.5 pertain to studies that arise from the request for the new delivery point. The TO would certainly do something and the TP may do something additionally. Does the current Tariff address studies associated with the addition of load? Is there a Part III section that addresses this. Check sections 29 - 31 of the Tariff, especially 31.1 and 31.2.
