Classification of Excavated Material. The classification of excavation material shall be decided on by the Employer’s Representative and his decision shall be final and binding on the Contractor. The use of explosives for excavation work will not be considered as a reason for a higher (cost) classification unless blasting is clearly necessary in the opinion of the Employer’s Representative.
