CLEC Provided Splitter – Line Sharing Clause Samples

The "CLEC Provided Splitter – Line Sharing" clause defines the terms under which a Competitive Local Exchange Carrier (CLEC) is permitted to install and use its own splitter equipment on the incumbent carrier’s network to facilitate line sharing. In practice, this means the CLEC can deploy a splitter at the central office or other designated location, allowing it to provide high-speed data services (such as DSL) over the same copper loop that the incumbent uses for traditional voice services. This arrangement enables both voice and data services to be delivered simultaneously to the end user without requiring separate physical lines. The core function of this clause is to promote competition and efficient use of existing infrastructure by allowing multiple service providers to share a single telephone line, thereby expanding consumer choice and reducing barriers to market entry.
