Community Advisory Board. Appointments shall represent each of the currently existing cities in the SPA. • One (1) representative(s) appointed by the local Chief of Police. • One (1) representative appointed by the local Neighborhood Association. • One (1) representative appointed from the local business association or Chamber of Commerce. • One (1) representative appointed by the local school district. • One (1) representative appointed by the Commission to End Homelessness. The CONTRACTOR, in consultation with the Director of OCCR, is responsible for ensuring that other mechanisms exist to receive public input and feedback on the operation of the facility and any impacts it is having on the surrounding community. Such mechanisms may include other ad hoc committee meetings with the approval of OCCR.

The CAB responsibilities include: • the right to review the station’s programming goals; • the right to review the service provided by the station; • the right to review significant policy decisions rendered by the station; and • the obligation to advise the station’s governing body on whether the station’s programming and other significant policies are meeting the specialized educational and cultural needs of the communities served by the station, and to make recommendations that the CAB deems appropriate to meet such needs (47 U.S.C. § 396 (k)(8)). Community Advisory Board. A Community Advisory Board is hereby created to provide advice and recommendations to the Executive Board on land and/or money resource allocation for affordable housing projects and to provide public relations and educational outreach services. The Community Advisory Board shall consist of not more than fifteen (15) and not less than twelve (12) community members; provided, however that the size of such board may be temporarily increased by the Executive Board through the appointment of up to an additional four (4) members in order to enhance such board diversity and breadth of skills and experience; provided further, that such additional temporary appointments may continue to serve on such board as standing members over time through attrition, thereby eventually reducing the size of the board back to not more than fifteen (15) and not less than twelve (12) members. The Executive Board shall appoint members to the Community Advisory Board. For any property that the Port purchases under the Neighborhood Acquisition Plan and agrees to maintain pursuant to agreement between the City and Port, the City agrees to permanently transfer to the Port its rights to its Weedy Lot Liens, Paving Liens, and Demolition Liens on the basis of a City determination that the value of such obligations approximates or exceeds the value of the lien rights. The transfer of such rights will effectively constitute a release of such liens in favor of the Port, giving the Port additional flexibility in negotiating the purchase of property under the Neighborhood Acquisition Plan.
