Conflicting Requests. If the extradition of a person is requested concurrently by one of the Parties and by other States, whether for the same or different offences, the requested Party shall take its decision on such requests and notify the requesting Party. In taking its decision, the requested Party shall take into account all circumstances, in particular the existence of a treaty or convention in support of the request, the relative gravity and location of the offences, the respective dates of the requests, the nationality of the person sought and the possibility of subsequent extradition to another State.
