The Sector members intend to utilize sector management to mitigate excessive consolidation that may occur in the effort controlled system where overall management measures are based upon the weakest stocks. In FY 2009, 79.17% of the permits which are enrolled in the NEFS XI Sector for FY 2010 are attached to vessels actively fishing for NE Multispecies. For FY 2010, the NEFS XI Sector has 48 permits currently enrolled. Of those 48 permits, 79.17% are anticipated to actively fish for NE multispecies in FY 2010. While these numbers may change, the NEFS XI Sector expects that compared to FY 2009 there would be no change from the consolidation rate that previously occurred under the DAS Leasing Program or the consolidation rate that may take place in the common pool in FY 2010. The member permits that are not attached to active NE multispecies vessels in FY 2010 are the same permits that leased out their DAS allocations in FY 2009. In most cases, a member who owns multiple permits fished the DAS allocations of all those permits on a single hull and will now continue to fish the ACE contributed by all those permits on the same single hull, resulting in choose one little additional consolidation.

For FYs 2015 and 16, the NEFS IX sector 25 has 60 permits currently enrolled. Of those permits 22 are anticipated to actively fish for NE 26 multispecies in FYs 2015 and 2016. While these numbers may change, the NEFS IX sector expects that, 27 compared to FY 2014, there would be a net consolidation beyond what previously occurred among NEFS 28 IX as the share of ACE contributed by member permits is fished by fewer active vessels than FY 2014. It 29 can be anticipated that fewer active vessels would result in job losses for fishing crews and the negative 30 impacts could spread to fishing communities and industries reliant on commercial fishing. While fishers 31 who remain in the fishery may experience a positive benefit, that there would be fewer active fishers in 32 the NE multispecies fishery.

For FYs 2021 and 2022, the 44 Mooncusser sector has 40 permits currently enrolled. Of those permits 0 permits are anticipated 1 to actively fish for NE multispecies in FYs 2021 and 2022. While these numbers may change, the 2 Mooncusser sector expects that, compared to FY 2020, there would be no change from the 3 consolidation that previously occurred among the members during FY 2020. The member permits 4 that are not attached to active NE multispecies vessels in FYs 2021 and 2022 are the same permits 5 that did not fish in FY 2020. In most cases, a member who owns multiple permits fished the ACE 6 (or DAS if in the common pool) of all those permits on fewer hulls and will now continue to fish 7 the ACE contributed by all those permits on fewer hulls, resulting in no additional consolidation.

For FYs 2017 and 2018, the NEFS V 1 sector has 30permits currently enrolled. Of those permits 20 are anticipated to actively fish for NE 2 multispecies in FYs 2017 and 2018. While these numbers may change, the NEFS V sector expects that, 3 compared to FY 2016, there would be no change from the consolidation that previously occurred among 4 the members during FY 2016. The member permits that are not attached to active NE multispecies 5 vessels in FYs 2017 and 2018 are the same permits that did not fish in FY 2016. In all cases, a member 6 who owns multiple permits fished the ACE (or DAS if in the common pool) of all those permits on fewer 7 hulls and will now continue to fish the ACE contributed by all those permits on fewer hulls, resulting in 8 no additional consolidation. 9 8. Release of Catch Data. Pursuant to section 402(b)(1)(F) of the ▇▇▇▇▇▇▇▇‐▇▇▇▇▇▇▇ 11 authorizes the release to the Manager of V Northeast Fishery Sector, Inc.; Program Director of Northeast 12 Sector Service Network, and the FishTrax Programmer, of information that may be or is considered to 13 be confidential or privileged by the ▇▇▇▇▇▇▇▇‐▇▇▇▇▇▇▇ Act or other federal law regarding the catch of 14 various species of fish associated with the limited access Northeast multispecies permit with the 15 Moratorium Right Identifiers (MRIs) enrolled in the sector submitted to the National Marine Fisheries 16 Service that the undersigned has authority to access. This information includes data required to be 17 submitted or collected by NOAA Fisheries, including but not limited to days‐at‐sea allocation and usage, 18 vessel trip reports, dealer reports, Northeast Fishery Observer Program data, information collected for 19 conservation and management purposes, catch and landings history data, at‐sea monitoring data, VMS 20 information, and all other information associated with the vessel, MRI #, and/or permit records,

For FY 2010, the NEFS IV Sector has 48 permits currently enrolled. Of those 48 permits, 0% will actively fish for NE multispecies in FY 2010. While these numbers may change, the NEFS IV Sector expects that compared to FY 2009 there would be no change from the consolidation rate that previously occurred under the DAS Leasing Program or the consolidation rate that may take place in the common pool in FY 2010. Consolidation and Redistribution of ACE. It is the intent of the Members to harvest the Sector’s ACE in accordance with the Harvesting Rules described in Exhibit D. To the extent that any consolidation or redistribution of catch or effort occurs between Members, such consolidation or redistribution will be for the duration of the Agreement or in accordance with the provisions described in Section 4.1 It is expected that the fishing activity in the groundfish fishery of the vessels listed in Exhibit B as active or inactive will not substantively change during the 2010 fishing year.
Consolidation and Redistribution of ACE. As previously stated, one of the MPBP goals is to “to mitigate the effects of fishing effort consolidation on small-scale fishermen and rural fishing communities in Maine”. By distributing fishing opportunities to numerous eligible vessels, through the MPBS, the MPBP will decrease the risks and/or impacts of consolidation. A more detailed description of potential consolidation will be provided in the final version of this operations plan once the State of Maine has completed its permit bidding process and a final roster is submitted to NMFS. Since the MPBS permits will not be actively fishing, there will be no redistribution of effort to other fisheries.

In (choose one all/most) cases, a member who owns 24 multiple permits fished the ACE (or DAS if in the common pool) of all those permits on a 25 single hull and will now continue to fish the ACE contributed by all those permits on the same 26 single hull, resulting in no additional consolidation. 27

In FY 2018, 1% of the permits enrolled in the NEFS VII for FYs 2019 and 21 2020 are attached to vessels actively fishing for NE multispecies. For FYs 2019 and 2020, the NEFS VII 22 sector has 56 permits currently enrolled. Of those permits 1 are anticipated to actively fish for NE 24 compared to FY 2018, there would be a net consolidation beyond what previously occurred among the 25 NEFS VII as the share of ACE contributed by member permits is fished by fewer active vessels than in FY 26 2018. It can be anticipated that fewer active fishing vessels would result in job losses for fishing crews 27 and the associated negative impacts could spread to fishing communities and industries reliant on 28 commercial fishing. While fishers who remain in the fishery may experience a positive benefit, there 29 would be fewer active fishers in the NE multispecies fishery.
