Construction Noise. ‌ The Certificate Holder and its contractors and subcontractors shall use industry standard noise attenuation controls during construction to mitigate noise impacts and shall comply with applicable state and local noise emission regulations. The Certificate Holder shall limit loud construction activities to daytime hours (7 a.m. to 10 p.m.), and shall comply with the applicable requirements of WAC ▇▇▇-▇▇-▇▇▇ (2) (b) during the hours of 10:00 p.m. and 7:00 a.m.

Construction Noise. 4.2.1 The use of powered mechanical equipment (PME) at various stages of construction activities is likely to generate excessive construction noise on site. In order to evaluate the construction noise impact from the Project on the noise sensitive receivers (NSRs) in the study area, two representative NSRs in the vicinity of the work site were identified with reference to the EIAO-TM, and are tabulated in Table 4.1 and depicted in Figure 4.1.
Construction Noise. The Certificate Holder and its contractors and subcontractors shall use industry standard noise attenuation controls during construction to mitigate noise impacts and shall comply with applicable state and local noise emission regulations. The Certificate Holder shall limit blasting and loud construction activities to daytime hours (7 a.m. to 10 p.m.), and shall comply with the applicable requirements of WAC ▇▇▇-▇▇-▇▇▇ during the hours of 10:00 p.m. and 7:00 a.m. The Certificate Holder shall ensure that oversized loads as defined by Washington Department of Transportation associated with Project Construction do not travel through the City of Kittitas during evening or nighttime hours, and that haul trucks do not park and idle within 100 feet of a residential dwelling.
Construction Noise. 3.4.1 Noise will mainly be generated by diesel generators, air filtering appliances and trucks for hauling asbestos waste out of the site throughout the project period. However, the project site is remote from sensitive receivers and all planned site activities will not be carried out in the restricted hours (i.e. from 1900 to 0700 everyday and whole day during general holidays including Sundays) under the Noise Control Ordinance. Significant noise impact of the project is not anticipated.
Construction Noise. 7.1 The Promoter commits to: a) Offering a one-off £10,000 compensation payment per property to all owner occupied dwellings affected by significant direct adverse noise effects during the construction phase, to be paid at a point agreed with Slough Borough Council before works commence. Where occupancy is on an alternative basis the compensation payment to residents and landlords will be separately agreed between Slough Borough Council and HS2 Ltd. These are residential properties likely forecast to exceed a Significant Observable Adverse Effect Level (SOAEL). OR b) Offer to temporarily rehome, for the entire construction period, all those residents who are predicted to be affected by night time direct construction noise activities on the site during the duration of the noisy works or where noise levels are predicted to be above the SOAEL. AND c) For those residents who do not wish to be rehomed, provide additional sound insulation (secondary glazing) and ventilation to protect habitable rooms. d) Minimise the amount of night-time possessions required in order to reduce the noise impact on residents. e) No works commencing on site until Slough Borough Council’s NET team have approved a detailed noise mitigation plan. f) Erecting suitable and effective noise barriers or bunds along the southern perimeter of the site to reduce the noise impact on residents in Maplin Park and ▇▇▇▇ Walk. g) In line with the Code of Construction Practice (CoCP) that all contractors and subcontractors appointed to construct the HEx Depot and rail-track will be required to employ ‘Best Practicable Means’ as defined by the Control of Pollution Act 1974 to control noise and vibration. h) All appointed contractors and subcontractors gain prior consent under section 61 of the Control of Pollution Act 1974 before entering the site. i) Noise monitoring locations and noise limits will be set in agreement with the Slough Borough Council NET team prior to the commencement of construction activity on the site. j) Undertaking noise monitoring on a continuous basis around the site, fixed noise monitoring stations are installed and data shall be accessible off site. A noise monitoring report shall be submitted every six months, or as requested, to the Slough Borough Council NET team. k) Establishing a dedicated complaints telephone line within the main site office, notifying all local residents prior to the work, and on a regular basis as to the on- going progress of works and advising them ...
