CONSULTANT SERVICES REQUIRED. Services being sought under this scope of work are related to the planning, design and technical review of TE Projects. Specific task may include but might not be limited to the following: • Assisting with the promotion and further development of the TE Program by helping Department staff identify potential TE projects and project sponsors; • Preparing conceptual designs and cost estimates for potential TE projects; • Preparing preliminary, semi-final, and final design plans for Department administered projects; • Preparing contract plans, specifications, estimates, right-of-way plans, permits construction phasing plans, traffic control and maintenance of traffic plans, and utility statements for Department administered projects; • Providing assistance related to utility coordination, preparation of right-of-way plans, and environmental review and permitting; • Conducting the necessary public involvement for Department administered projects. This task shall include planning and designing the public involvement event, and developing the necessary materials and exhibits; • Providing technical reviews of preliminary, semi-final and final design plans as well as construction specifications and estimates for sponsored administered TE projects; • Providing ongoing coordination with project sponsors for Department administered and sponsor administered projects; • Preparing project status and tracking reports; and, • Other services that might be deemed necessary by the Department to identify, plan, design and/or construct TE Projects. In addition to the above, the Department will require that a project team for assignment be established. The project team should include experienced architects, planners and/or engineers having the required State of Delaware registrations or certificates as required. The consultant should also be prepared to provide additional expertise related to land surveying, architecture, environmental studies and traffic engineering. The project team must be employees of the primary consultant or its approved sub consultants. The successful consultant(s) should also have a thorough knowledge of Federal and Delaware design standards, specifications and requirements, as well as a thorough knowledge of the Federal and Delaware TE Program guidelines.

CONSULTANT SERVICES REQUIRED. The services required in this agreement include wet weather monitoring of designated stormwater outfalls, conveyances and best management practices (BMPs), illicit discharge detection and elimination, as well as monitoring of streams or other water bodies that are impacted by stormwater discharges. This additional monitoring may include sediment sampling as well as biological assessments that include physical habitat assessment, biosurvey of aquatic benthic macroinvertebrates, and fish assessment. Additional services include but are not limited to the following: employee training, maintenance facility Pollution Prevention Plan inspections, assisting with various data collection and management plan development such as street sweeping, vehicle washing, and Water Quality Improvement Plans.
CONSULTANT SERVICES REQUIRED. Initial survey results revealed more complexity with drainage and grading of the site than initially anticipated. The main components that add complexity to this particular site versus most other ▇▇▇▇▇▇ City parks renovation projects are the fact that: Based on site survey this area is inside the BCDC band of jurisdiction. In order to properly deal with storm-water runoff from the parking-lot and rigging areas, engineered details of grading and drainage are required to be submitted to obtain BCDC permit to move forward with the project.
CONSULTANT SERVICES REQUIRED. Services may include but are not limited to the following: Transportation system related homeland security planning, engineering, implementation, and training. Incident and event management planning, implementation, and training. Homeland security reviews, inspections and analysis of existing transportation system infrastructure, facilities, and services. Homeland security related reviews of transportation infrastructure and facilities plans and designs. Review and development of homeland security related plans, procedures, and policies. Research, planning, design, implementation, testing and training of security equipment, devices, software and systems. Review and development of incident and event management plans, procedures, guidelines, and policies. Review, development, and maintenance of all hazards evacuation plans. Review, development, maintenance and implementation of debris management plans. Provide support and as required provide personnel for disaster assessment teams. Review, development and implementation of incident and event training. Public participation, including meeting facilitation and preparation, printing, and distribution of public outreach materials.
CONSULTANT SERVICES REQUIRED. The successful candidate must be able to provide qualified inspectors that are capable of performing inspection of: Precast, prestressed concrete PT strands reinforcement bars Portland cement concrete plant inspection Hot-Mix Asphalt plant inspection Field materials testing Structural timber Piling, and other related items There may also be a need to provide miscellaneous materials inspection services such as Portland Cement Concrete plant inspection and bituminous concrete plant inspection. The firm must also demonstrate the capability to perform a wide range of special tests that may be required by the Department’s Materials & Research Section. Inspectors will be required with varying degrees of expertise including: American Concrete Institute (ACI) certification Prestressed Concrete Institute (PCI) certification Certified Timber Inspector Mid-Atlantic Region Technician Certification Program (MARTCP) Certification General inspectors
CONSULTANT SERVICES REQUIRED. The services requested are for a consultant to develop and implement public education campaigns to support the MS4 Program and to measure their effectiveness. Specifically, the consultant will be required to: • Identify target audiences specific to campaigns listed below; • Develop public education/outreach strategies as needed for reaching identified audiences; • Implement public education/outreach campaigns; • Develop education and outreach materials; • Calculate the number of impressions made during each campaign; • Survey audiences pre- and post-campaign to measure the effectiveness of outreach efforts; • Make program recommendations and/or modifications based upon survey results; • Work with or coordinate with other consultants, organizations and/or public agencies as required to implement, leverage or enhance programs and campaigns; • Assist, as needed, in writing grant proposals to help fund public education and outreach campaigns; • Attend meetings and make presentations as necessary with DelDOT, the County, co- permittees, and/or regulatory officials; • Additional tasks, as needed, to meet Public Education and Outreach goals and requirements.

Additional services include but are not limited to the following: Implementation of a statistically-based wet weather monitoring program for the MS4 to provide data necessary for: Assessing the effectiveness and adequacy of BMP implementation toward meeting TMDLs. Estimating annual cumulative pollutant loadings from the MS4. Estimating event mean concentrations and seasonal pollutants in discharges from major outfalls. Identifying and prioritizing portions of the MS4 requiring additional controls. Wet weather monitoring will include: Precipitation monitoring to predict representative storms. Sampling and monitoring at sites determined by DelDOT, with number and timing of events sampled to be determined in consultation with DelDOT. Installation and monitoring, as required, of rainfall and flow measurement devices. Sample events may consist of “first flush” samples and/or flow-weighted composite samples. Both manual and automated sampling methodologies may be required. Coordination with a certified laboratory regarding bottle requirements, sample pick-ups, and data deliverables. Based on the results of the storm events monitoring, consultant should be prepared to estimate and report annual cumulative pollutant loadings and event mean concentrations of discharges. Consultant may be asked to assist with experimental design, site selection, statistical analyses of data, and reporting. Collection and analysis of water quality samples from sites upstream and downstream of stormwater BMPs, from areas impacted by BMPs, or other specialized samples as needed for stormwater/BMP monitoring, watershed assessments or improvement plans, or TMDL compliance. Watershed studies and assessments, including water quality modeling. Watershed studies may include geomorphic, physical, chemical and biological assessments of rivers, streams and/or tributaries.
