CONSULTATION ON CONFORMITY ANALYSIS APPROACH. The MPO, or its designee, shall outline, in the pre-analysis plan, the proposed methodologies to be used in the conformity analysis and share the pre-analysis plan with the Parties for comment at least seven (7) days prior to the meeting unless otherwise agreed upon by all Parties.
