Consultations, Modifications and Application. 1. The Parties shall consult and cooperate to ensure that this Chapter is applied in an effective and uniform manner. 2. The Parties shall consult as provided in Article 8.1 to discuss necessary amendments to this Chapter and Annex 3A, taking into account developments in technology, production processes, and other related matters. 3. For the purposes of this Chapter: (a) the basis for tariff classification is the Harmonized System; (b) any cost and value referred to in this Chapter shall be recorded and maintained in accordance with the generally accepted accounting principles applicable in the territory of the Party in which the good is produced.
