CONTRACTING OFFICER'S TECHNICAL. Representative (COTR) .1 The COTR is responsible for general administration of the contract and advising the CCO as to the Contractor’s compliance or noncompliance with the contract. The COTR has the responsibility for the day-to-day monitoring and supervision of the contract, of ensuring the work conforms to the requirements of the contract and such other responsibilities and authorities as may be specified in writing by the CCO and/or in the contract.
