The City Contractor will use data from plans and analysis of the technical component in Part 1 to evaluate the cost and benefits of alternatives and improvements with key performance indicators and magnitude cost estimates for capital (delivery and construction) and operating costs (annual). City Contractor will summarize results in a memo and matrix.
