DECLARATION OF PRINCIPLES. 3 1. The efficient administration of the system of public instruction and well-being of employees 4 requires that orderly and constructive relationships be maintained between the parties hereto. 6 2. Subject to law and the paramount consideration of service to the public, employee-management 7 relations should be improved by providing employees an opportunity for greater participation in 8 the formulation and implementation of policies and procedures affecting the conditions of their 9 employment. 11 3. Effective employee-management cooperation requires a clear statement of the respective rights and 12 obligations of the parties hereto. 14 4. It is the intent and purpose of the parties hereto to promote and improve the efficient administration 15 of the District and the well-being of employees within the spirit of the Public Employees Collective 16 Bargaining Act, to establish a basic understanding relative to personnel policies, practices and 17 procedures, and to provide means for amicable discussion and adjustment of matters of mutual 18 interest.
