Description of Arrangements. This Agreement provides for the following Interconnection Facilities as provided in Appendix A.I, and arrangements between the networks of LEVEL 3 and RGTC. Routing of traffic shall be as described in this Section, except that alternatives may be employed in the event of emergency or temporary equipment failure, as agreed by the Parties. 4.1.1 The Parties will provision Interconnection Facilities, as provided in Appendix A I., with each other for the exchange of Local Traffic and ISP Bound Traffic. The Parties agree to negotiate in good faith to promptly establish and implement the terms and conditions for such an Interconnection, which terms and conditions shall be consistent with the requirements of the Act. 4.1.2 LEVEL 3 is responsible for the provisioning of Transport facilities for the exchange of traffic from its network to the POI. LEVEL 3 may lease facilities from RGTC or an alternate third party provider for the provision of Local Traffic, ISP Bound Traffic and Tandem Transit Traffic Transport. RGTC is responsible for the provisioning cost of Transport facilities for the exchange of traffic from its network to the POI. 4.1.3 The Parties agree there will be a separate and distinct Trunk groups for both Local Traffic and ISP Bound Traffic, as provided for in Section 5.1. 4.1.4 If ▇▇▇▇▇ ▇ chooses to lease Transport facilities from RGTC, the same physical facility may be used for Transport of separate dedicated trunks for Local Traffic, ISP Bound Traffic, and Tandem Transit Traffic as mutually agreed to by the Parties. 4.1.5 Neither Party will terminate IntraLATA or InterLATA toll Switched Access traffic or originated untranslated traffic codes (e.g. 800, 888) over Local Trunks, or ISP Bound Trunks. 4.1.6 The Parties agree to establish a single Point of Interconnection per LATA for the direct and indirect exchange of Local Traffic, ISP Bound Traffic and Tandem Transit Traffic between their respective networks as described in Appendix A. The POI shall serve as the demarcation point for both Parties' operational and financial responsibilities.

The Parties agree to negotiate in good faith to promptly establish and implement the terms and conditions for such an Interconnection, which terms and conditions shall be consistent with the requirements of the Act. 4.1.2 LEVEL 3 MEDIACOM is responsible for the provisioning of Transport facilities for the exchange of traffic from its network to the POIRGTC Blue River End Office Switch or Tandem switch. LEVEL 3 MEDIACOM may self provision facilities or lease facilities from RGTC or an alternate third party provider for the provision of Local Traffic, Traffic and ISP Bound Traffic and Tandem Transit Traffic Transport. RGTC is responsible for the provisioning cost of Transport facilities for the exchange of traffic from its network to the POIPOI on RGTC Transport facilities. 4.1.3 The Parties agree there will be a separate and distinct Trunk groups for both Local Traffic Traffic, and for ISP Bound Traffic, as provided for in Traffic if required by Section 5.1. 4.1.4 If ▇▇▇▇▇ ▇ MEDIACOM chooses to lease self provision its own Transport facilities or lease them from RGTC, or any other third party provider, the same physical facility may be used for Transport of separate dedicated trunks Trunks for Local Traffic, ISP Bound Traffic, Traffic and Tandem Transit Traffic Traffic, as mutually agreed to by the Parties. 4.1.5 Neither Party will terminate IntraLATA or InterLATA toll Switched Access traffic or originated untranslated traffic codes (e.g. 800, 888) over Local Trunks, or ISP Bound Trunks, or Tandem Transit Trunks. 4.1.6 The Parties agree to establish a single Point of Interconnection per LATA for the direct and indirect exchange of Local Traffic, ISP Bound Traffic and Tandem Transit Traffic between their respective networks as described in Appendix A.
