Historically disadvantaged or underrepresented people, including people of color, women, and low‐income residents of the city perform not less than 30% of total trades & technical project hours in the pilot. As practical, contractors should have a first source hiring agreement with qualified training programs to meet this goal. Formerly incarcerated individuals seeking new opportunities for responsible citizenship and economic self‐sufficiency are presented with employment opportunities leading to a career in weatherization and/or construction.
