DUES DEDUCTIONS AND REPRESENTATION FEES. A. Each employee subject to this Agreement who, on the effective date of this Agreement, is a member of the Association in good standing shall as a condition of employment, maintain his membership in the Association in good standing during the period of this Agreement. B. All employees subject to this Agreement who are hired at a time subsequent to the effective date of this Agreement shall as a condition of employment, become members in good standing of the Association within thirty (30) days of the hire date. Substitutes employed by the district for twenty (20) or more consecutive days or thirty (30) total days in the preceding year may become members in good standing of the Association. C. The Association and the District recognize that an employee should have the option of declining to participate as a member of the Association yet contribute financially to the activities of the Association in representing them as a member of the collective bargaining unit. Therefore, as an alternative to, and in lieu of membership requirements of Sections A and B, an employee who declines membership in the Association shall pay to the Association each month, a service charge, as a contribution towards the administration of this Agreement in an amount equal to the regular monthly dues. This service charge shall be collected by the Association in the same manner as monthly dues. D. The District will notify all new hires of the terms and conditions of this article. E. Nothing contained in this article shall require Association membership of employees who object to such membership based on bona fide religious tenets. Such a member shall pay an amount equivalent to the normal dues to a charitable organization of their choice. The District agrees to deduct from the salary of the employee who objects, the amount equal to the Association monthly dues. F. The Association and its affiliates shall have the right of automatic payroll deduction of membership dues, WEA-R, assessments and fees for certificated employees. G. Any certificated employee who is a member of the Association or who has applied for membership, or elects to pay a service fee, as in Section C., shall sign and deliver an authorization form to the Association. H. The Association shall submit a copy of each signed automatic payroll authorization (APA) form to the District office for processing by October 1st. Amounts of annual dues deductions, assessments and fees shall be made known by the Association to the District office by September 15th of each year. I. Dues deductions for certificated employees employed after January 1st shall be one-half annual amount. Half-time certificated employees shall pay one-half annual dues. J. Revocation of APA shall be made in writing to the Association between September 1 and October 1 and shall become effective at that time.
