ECM Performance Measurement. a. The contractor shall prepare a severable portion of Volume I that describes a complete M&V plan. The M&V plan shall be completed using the template and outline provided in Attachment J-8. The M&V plan shall include an electronic version of the methods for calculating the ECM energy savings for the agency’s review and approval.
