All “hours” referred to herein means hours of work with the Employer in the classification indicated. APPENDIX B VESSEL AND TERMINAL GENERAL FOREPERSON In addition to the duties described in the job description the following guidelines are applicable to the Vessel and Terminal General Forepersons Positions:
1. The positions of Vessel and Terminal General Forepersons will become a permanent position at Eagle Harbor.
2. For the purpose of coordinating vessel work, including prioritization of work between crafts within the Eagle Harbor Maintenance Facility and vessel maintenance and repair within the fleet, the Shop Forepersons will report to the Vessel and Terminal General Forepersons.
3. The Vessel and Terminal General Forepersons positions will be filled on the following basis:
A. The Vessel and Terminal General Forepersons will be selected by the Employer from employees in this bargaining unit.
B. Employees selected to be the Vessel and Terminal General Forepersons will remain in that position as long as the incumbents maintain performance expectations. An employee determined to be unqualified for the position shall be informed in writing of the reasons for disqualification and shall then return to the employee’s previously held position at the former rate of pay with no loss of seniority in the previously held position. Such action will not be subject to the Grievance Procedure.
C. At the end of the assignment as Vessel and Terminal General Forepersons, the individuals will return to the positions held immediately prior to taking the Vessel and Terminal General Foreperson position.
D. The Vessel and Terminal General Forepersons may, at any time during the assignment, resign from the Vessel and Terminal General Forepersons positions and return to their previous assignment.

C.1 The Employer will contribute an amount equal to eighty-five percent (85%) of the total weighted average of the projected health care premium for each bargaining unit employee eligible for insurance each month, as determined by the Public Employees Benefits Board annually for benefits in calendar year 2012 and calendar year 2013, respectively. The projected health care premium is the weighted average across all plans, across all tiers. The Uniform Medical Plan (deductible, out-of-pocket maximums and co-insurance) in effect for calendar year 2011 will be maintained for the 2011-2013 biennium.
C.2 The Employer will pay the entire premium costs for each bargaining unit employee for basic life, basic long-term disability and dental insurance coverage.

Along this line, line a committee shall be formed to define the Helperhelper's intended functions, which shall include assisting JourneymenJourneypersonjourneymen, and to review any abuse of Helper helper functions. Such committee will be comprised of twotwo (2) management representatives and two (2) Union representatives. Helpers will not be hired to perform Journeyman/Apprentice work. There may be a ratio of one (1) helper to every five (5) mechanics within each craft. No helper shall be upgraded to Journeyman without the mutual consent of management and the Union affected. Helpers in a craft shall be subject to layoff before Journeymen and Apprentices in the same craft who were actively employed by the Employer in permanent or temporary positions. Shipyard competent persons shall receive a sixty-five cent ($.65) per hour premium while performing such duties. Teamster drivers with hazardous material endorsements on their CDL shall receive a twenty cent ($.20) per hour premium when hauling placarded hazardous loads. Qualified drivers classified as Machinists with the appropriate CDL shall receive a two percent (2%) premium when driving the boom truck and/or the knuckle boom truck while performing over-the-road work assignments. All “hours” referred to herein means hours of work with the Employer in the classification indicated. MEMORANDUM OF UNDERSTANDING PUGET SOUND METAL TRADES COUNCIL WASHINGTON STATE DEPARTMENT OF TRANSPORTATION, FERRIES DIVISION STATE OF WASHINGTON, OFFICE OF FINANCIAL MANAGEMENT, STATE HUMAN RESOURCES, LABOR RELATIONS SECTION This Memorandum of Understanding (MOU) is by and between Puget Sound Metal Trades Council (PSMTC) the Washington State Department of Transportation, Ferries Division (WSF/DOT), and the State of Washington, Office of Financial Management, State Human Resources, Labor Relations Section (OFM/SHR/LRS). This MOU is agreed to regarding Article 6, Section 7A of the Collective Bargaining Agreement, specifies the length of time for the annexation period of a callout and is complete resolution to all grievances associated with Article 6, Section 7A - ▇▇▇▇▇▇▇ callout. The parties agree to the following regarding a ▇▇▇▇▇▇▇ being called out and the annexation period associated with the callout:
1. Monday through Friday at 14:45, 15:30, or 16:30 (whichever is applicable based on an individual’s schedule), a callout and annexation period shall be from the time of the callout until a period not to exceed eight (8) hours in total, or the start of the next shift, whichever is shorter. One or more subsequent incidents within a callout annexation period shall not constitute additional callouts.
2. If a callout occurs during the weekend, which commences at the end of a shift Friday (14:45 or 15:30), or a day preceding holiday, the callout and annexed period shall last from the time of callout for a total length of time of eight (8) hours, or the start of the next shift, whichever is shorter. One or more subsequent incidents within a callout annexation period shall not constitute additional callouts.
3. Upon execution of this agreement, all grievances specific to Article 6, Section 7A including those listed below shall be considered withdrawn: Grievance 15-060G Grievance 15-069G Grievance 15-071G
4. This MOU shall expire June 30, 2017 unless otherwise agreed to by the parties in writing.

EFFECTIVE DATE AND DURATION OF AGREEMENT. Except where otherwise provided, this Agreement shall be effective on July 1, 201920212019, and shall continue in effect until June 30, 202120232021, and shall be considered as renewed from year to year thereafter between the parties, parties unless either party shall give written notice to the other of its desire to amend or to terminate the same.
