Effectiveness of the Contract. The contract shall be suspended until such time as all technical, economic and administrative requirements outlined in the same have been met and, particularly, it shall not take effect until the REGISTRAR has certified to the REGISTRY that it has paid for its registration as a registrar and has set up the obligation fulfilment guarantee.
