Effectiveness Rating. (a) The evaluation procedure contained in this agreement shall not be the primary factor in any decision concerning any teacher until three (3) evaluation cycles have been completed and include three (3) consecutive years of the Final Summative Rating. (b) The first year of collected data for the evaluation procedure shall be derived from value-added taken from the previous school year. The first evaluation cycle shall be completed by first day of May of the first school year following the effective date of this agreement. An evaluation cycle shall not be completed until all teachers have been provided with a written report of the results of the evaluation. (c) Until three (3) years of data have been collected and three (3) evaluation cycles have been completed, all decisions concerning any teacher shall continue to be governed by the terms set forth in this agreement. (d) Final Summative Rating of Teacher Effectiveness form will be completed once the evaluation process is complete.
