YES NO Kitsap County Board of Commissioners dba Olympic Workforce Development Council, hereinafter called "Contractor" or “Grantee”, will complete the work described in the Statement of Work Matrix which follows, and as outlined in the WA State COVID-19 NDWG Emergency Funding Request Project Summary (Exhibit F) and subsequent full application submitted to U.S. Department of Labor (DOL) including any modifications thereafter, and provide the deliverables indicated for all tasks. The Contractor will submit quarterly reports to ESD, outlining and detailing Statement of Work activities as well as progress toward, and completion of, all outcomes and deliverables. These reports will contain narrative detail and direct evidence of Statement of Work activities. Contractor will also provide any additional information and documentation requested by ESD that is required for submission of Quarterly Performance (QPR) and Quarterly Narrative Reports (QNR) to DOL in accordance with Training and Employment Guidance Letter (TEGL) 14-18. ESD will monitor Contractor to ensure proper use of federal funds. All fund use must comply with the Workforce Innovation and Opportunity Act (WIOA), TEGL 12-19, and applicable federal regulations. All grant participants must meet the eligibility criteria outlined in TEGL 12-19 and be enrolled as participants in the COVID-19 Disaster Recovery DWG program of enrollment in the Efforts to Outcomes (ETO) management system or its successor. All participant services received must be documented in ETO or its successor. Contractor will receive $566,508 to conduct activities and complete all outcomes and deliverables described in the Statement of Work Matrix by March 31, 2022. 1. Expand service capacity required to scale and deliver comprehensive services in support of participant outcomes, including collaborating with existing and newly established partners to coordinate access to additional services, including Supplemental Nutrition Assistance Program (SNAP) and Temporary Assistance for Needy Families (TANF) benefits, to ensure that participants and their families have access to a comprehensive array of benefits to meet their needs. C. Ensure participant outreach is robust and inclusive, with a focus on those disproportionately impacted by the COVID-19 health and economic crisis, including people with low income, rural communities, communities of color, seasonal farmworkers, refugees, tribes, people with disabilities, and other under-resourced citizens. D.Actively engage with the Statewide Partnership Team to help identify successful practices, identify and break down barriers to cross-agency collaboration, streamline access to services, and decrease the disproportionate impact on low-income and other marginalized populations E. Participate in peer-to-peer learning with local partnerships throughout the state and identify successful practices that should be replicated. I. B. Based on career and re-employment plans, match participants to employment and training opportunities based on a 2-tiered approach: 1. Short-term training opportunities focused on economic re-opening, aligning job seekers with current in-demand occupations and sectors that are capable of sustainably growing and rebuilding their workforces in the reopening period. 2. Longer-term training opportunities that lead to credentials for occupations and sectors where post- recovery growth is anticipated C. Career Services 1. Offer all allowable career services to each participant to support informed decision making for the purpose of achieving reemployment and educational goals. 2. Utilize a self-sufficiency calculator or similar tool or resource to help all participants identify a self- sufficiency earnings goal and plan for their financial and career goals as a part of employment services. D. Supportive Services 1. Provide supportive services as defined under WIOA sec. 3(59) and secs. 134(d)(2) and (3), to enable eligible participants to fully participate in employment and training services. 2. As applicable, assist participants in purchasing computers and related technology equipment to ensure they have equal access to the technology needed to participate in training, education and employment opportunities. 3. As applicable, support the purchase of personal protective equipment, if not provided, to safely participate in in-person training, job search or employment. 4. Work-based learning 5.
