Persons ages 21 to 64 at the time of enrollment who are enrolled in Medicare Parts A and B and eligible for and receiving MassHealth Standard or CommonHealth and no other comprehensive private or public health coverage, and who otherwise meet the participation criteria described in Section 2.4.1.
