Employee Response & Review of Substandard Performance Evaluation. An employee's written response to his/her work performance evaluation shall be placed in the employee's official personnel file along with the work performance evaluation. An overall rating of substandard performance is defined as receiving Needs Improvement or Unacceptable ratings in two or more rating factors. If an employee receives an overall substandard rating, the employee may request a review by submitting his/her written request to the HR Director with ten working days of the date of the initial performance evaluation. The HR Director shall appoint an unbiased Review Officer, who will meet with the employee, and will be responsible for providing a final decision to the HR Director.
