Employee / Union Notification. Except in the case of furloughs due to unforeseeable circumstances beyond the control of the Service, prior toofficial notification of employees, the Union will receive ten (10) days advance notice of any pending reduction-in-force or transfer of function or reorganization. This notice, in writing, will include the reasons for the reduction-in-force, transfer of function or reorganization, the approximate number and types of positions affected, the approximate date of the action, and an invitation to the Union to a meeting conducted y the Service to explain the reduction-in-force, transfer of function or reorganization procedures, and answer relevantquestions.
