The Essential Service Requirements clause defines the minimum standards and specific obligations that a service provider must meet when delivering services under the agreement. Essential Service Requirements. The DECC should operate at least 6 days a week with a minimum of 48 hours per week with full flexibility in order to best fit the needs of service users.
