Establishment of Alliance. The Parties hereby establish a Southwest Border Anti- Money Laundering Alliance (the “Alliance”) consisting of: the Arizona Attorney General, the California Attorney General, the New Mexico Attorney General, and the Texas Attorney General. The Alliance shall be governed pursuant to this Governing Agreement, through an Executive Board consisting of the Arizona Attorney General, the California Attorney General, the New Mexico Attorney General, the Texas Attorney General, the Director of the Arizona Department of Public Safety, the Chief of the Police Department of Phoenix, Arizona, and the Superintendent of the Arizona Department of Financial Institutions (the “Executive Board”), for a total of seven voting members. The Executive Board shall have the discretion to add one or more non-voting members as it so chooses.
