Evaluation Procedures. A. Bargaining
9.1 The major objectives of the evaluation process are to ensure that the District has highly competent and qualified academic staff, to improve individual performance, and to encourage professional growth.
9.2 The selection of the evaluator and observer (may be the same individual) will be made by the ▇▇▇▇ or designee. Unit members will be evaluated during the first semester of employment at their assigned classroom or worksite, including online for distance education courses. Subsequent evaluations will be performed, at a minimum, every six semesters of employment. It is recommended that all unit members shall be evaluated annually by members during the first semester of any new assignment. For the purpose of this Agreement, subsequent semesters shall not include the summer intersession. At the discretion of the Center administrative staffdepartment chair, lead instructor, ▇▇▇▇ or appropriate vice president, additional student evaluations and classroom/worksite visitations may be completed.
B. With respect 9.3 Evaluations will consist of the following components:
a. a classroom or worksite observation;
b. student surveys when appropriate;
c. review of sample materials relevant to probationary bargaining the assignment (syllabi, course materials, lesson plans, education plans, librarian chat room transcripts, etc.);
d. an administrative review of workplace performance; and
e. at the option of the unit member, additional information relevant to the assignment may also be submitted, such as professional development activities, governance assignments, or other professional efforts that have not been recognized since the unit member’s last evaluation period. The District will negotiate any evaluation forms with the Association for input regarding the evaluation criteria for unit members onlyas reflected in this Agreement prior to the implementation of the forms. This does not apply to modifications that are purely format, the Center may seek student input structural, or modality. The District will provide training to all evaluators and observers on the evaluation of said probationary bargaining process outlined in this Article.
9.4 The unit members and to the extent indicated herein such student member scheduled for evaluation shall be part notified by the fourth (4th) week (of a probationary bargaining unit member’s annual evaluation. Tenure decisions shall not be based solely on student evaluations.
C. A committee comprised equally of bargaining unit members with two full sixteen (216)-week semester, or shortened proportionally for shorter sessions) or more years service appointed by after the Alliance and administrators appointed by the Director start of the Center shall convene annually prior to December 1, tosemester. The notification will include that the unit member has been scheduled for an evaluation and provided with the identity of the proposed observer. Upon notification, if necessarythe unit member believes the proposed observer is biased against them, amend and/or update then the Center-wide evaluation of instruction forms including but not limited unit member may request to the student evaluation form. Providedtheir ▇▇▇▇, howeverin writing, that an alternate observer be designated. Any change in observer will be at the initial student evaluation form shall be discretion of the form developed by said committee prior to December 1, 2004.

Evaluation Procedures. A. Bargaining 1. A pre-observation conference shall be held between the supervising administrator and unit member to review the evaluation process using the Pre-Observation Check Off Sheet, Initial Conference Form and self-evaluation prepared by the unit member.
a. The unit member and supervising administrator shall agree on which class period or service shall be evaluated.

Evaluation Procedures. A. Bargaining Each permanent unit member shall be evaluated by his/her primary evaluator at least every other school year, or, pursuant to Education code section 44664(a) (3), may be evaluated at least every five years. If the evaluator and the unit member agree, the Certificated Agreement for Five Year Evaluation Cycle form will be completed based on the following criteria;
(1) Has been employed at least ten consecutive years with the District
(2) Is highly qualified as required by NCLB
(3) Has received a “Proficient/Meets Standards” rating on the unit member’s most recent evaluation The unit member or the evaluator may withdraw consent to the Certificated Agreement for Five Year Evaluation Cycle form at any time.
B. Each temporary and probationary unit member shall be evaluated on a continuing basis. A formal evaluation shall be completed each school year. Each temporary or probationary unit member being evaluated shall have at most two formal scheduled classroom observations and two unscheduled classroom observations; however, if the unit member receives “Unsatisfactory/Not Meeting Standards” in any of the California Standards for the Teaching Profession (CSTP) in one of the observations, additional formal observations may be conducted, until a subsequent observation indicates proficiency/meets standards.
C. Temporary and probationary unit members shall turn in to their administrator, copies of their lesson plan book on a weekly basis until the completion of their first formal observation. If the unit member receives an unsatisfactory/not meeting standards in any of the standards in his/her first observation, the evaluator may require the unit member to continue to submit lesson plans, until a subsequent observation indicates proficiency /meets standards. All copies of the lesson plan books shall be returned to the unit member at the end of the school year. All other unit members shall be evaluated annually responsible for preparing lesson plans and have their lesson plan book available on their desk for review by members of the Center administrative staff.
B. With respect to probationary bargaining unit members onlysite administrator; however, the Center may seek student input on the evaluation of said probationary bargaining unit members and to the extent indicated herein such student evaluation shall be part of a probationary bargaining unit member’s annual evaluation. A unit member shall be notified as to who his/her evaluator is prior to the observation/evaluation. Upon notification, if the unit member believes the proposed evaluator is biased against the unit member, then the unit member may request to his/her ▇▇▇▇ that an alternate evaluator be designated. Any change in evaluator will be at the discretion of the ▇▇▇▇. The District will review any evaluation forms with the Association for input prior to the implementation of the forms.
9.3 Evaluations shall consist of a visitation/observation by the evaluator and/or the ▇▇▇▇, student surveys when appropriate, with an optional response to the visitation/observation and student surveys by the unit member.
9.4 The unit member scheduled for evaluation shall be notified by the fourth (4th) week (of a full sixteen (16)-week semester, or shortened proportionally for shorter sessions) of the unit member’s having commenced instruction. A copy of the evaluation procedure, including evaluation criteria, shall be provided to the unit member at the time of notification.
9.5 Unit members shall be evaluated annually by members a classroom or work site (for example for counselors and librarians) visitation/observation and student survey during the first semester of employment. Subsequent evaluations shall, at a minimum, include student surveys and classroom/worksite visitations/observation at least once every six semesters of employment beginning the fall 2011 semester. At the discretion of the Center administrative staffdepartment chair, lead instructor, ▇▇▇▇ or appropriate vice president additional student evaluations and classroom/worksite visitations may be completed.
B. With respect to probationary bargaining unit members onlya. Visitation/observation process–a classroom (physical or electronic) or worksite will be visited by an evaluator, as described below, who completes a formal evaluation and confers with the Center associate faculty member.
1. The ▇▇▇▇, or designee, will select the course(s) or timeframe in which the scheduled evaluation(s) will take place so the faculty member may seek student input on the evaluation of said probationary bargaining unit members and to the extent indicated herein such student be observed under conditions commensurate with his/her assignment.

Evaluation Procedures. A. Bargaining 9.1 The major objectives of the evaluation process are to insure that the District has highly competent and qualified academic staff, to improve individual performance, and to encourage professional growth.
9.2 The selection of the evaluator and observer (may be the same individual) will be made by the ▇▇▇▇ or his/her designee. Unit members will be evaluated during the first semester of employment at their assigned classroom or worksite. Subsequent evaluations will be performed, at a minimum, every six semesters of employment. It is recommended that all unit members shall be evaluated annually by members during the first semester of any new assignment. For the purpose of this Agreement, subsequent semesters shall not include the summer intersession. At the discretion of the Center administrative staffdepartment chair, lead instructor, ▇▇▇▇ or appropriate vice president, additional student evaluations and classroom/worksite visitations may be completed.
B. With respect 9.3 Evaluations will consist of the following components:
a. a classroom or worksite observation;
b. student surveys when appropriate;
c. review of sample materials relevant to probationary bargaining the assignment (syllabi, course materials, lesson plans, education plans, etc.);
d. an administrative review of workplace performance; and
e. at the option of the unit member, additional information relevant to the assignment may also be submitted, such as professional development activities, governance assignments, or other professional efforts that have not been recognized since the unit member’s last evaluation period. The District will negotiate review any evaluation forms with the Association for input regarding the evaluation criteria for unit members only, the Center may seek student input on the evaluation of said probationary bargaining unit members and as reflected in this Agreement prior to the extent indicated herein such student implementation of the forms. This does not apply to modifications that are purely format, structural, or modality.
9.4 The unit member scheduled for evaluation shall be part notified by the fourth (4th) week (of a probationary bargaining unit member’s annual evaluation. Tenure decisions shall not be based solely on student evaluations.
C. The plan may involve recommendations such as: ● Further evaluation in the following semester, ● Completing a course or a research component designed to improve technical competency in the faculty member’s field or in their practice of teaching, paid for by the Institute, ● Faculty mentoring by a mutually acceptable faculty member of suitable rank and experience, ● A review of facilities and equipment to determine what classroom/laboratory changes/upgrades may be required to support improvement, ● Completing training in emergent classroom or discipline technologies, paid for by the Institute, ● A planned visit to the class, lab, or shop by the ▇▇▇▇ and/or Associate ▇▇▇▇ or their designee with a subsequent meeting (usually within five working days of the planned visit) to discuss the visitor’s observations. The meeting does not require Federation representation; however, a Federation representative may be present at the request of the ▇▇▇▇ and/or Associate ▇▇▇▇ or faculty member.
3. If the faculty member and ▇▇▇▇ and/or Associate ▇▇▇▇ are not able to agree on receipt a plan to improve performance and development within one week after the evaluation meeting (or the final decision of the Vice ▇▇▇▇▇▇▇ or ▇▇▇▇▇▇▇), the ▇▇▇▇ and/or Associate ▇▇▇▇ will implement an improvement plan. The ▇▇▇▇ and/or Associate ▇▇▇▇’▇ plan will include specific recommendations and/or requirements for performance improvement. If the faculty member is not in agreement with the plan developed by the ▇▇▇▇ and/or Associate ▇▇▇▇, they may take any concerns within one week to the Vice ▇▇▇▇▇▇▇. The Vice ▇▇▇▇▇▇▇’▇ decision on the plan is final. 4. During the evaluation year, upon the written request of a written waiver thereoffaculty member to their ▇▇▇▇ and/or Associate ▇▇▇▇, the bargaining unit member shall ▇▇▇▇ and/or Associate ▇▇▇▇ will discuss the faculty member’s progress towards improvement. This discussion will occur in a reasonable amount of time taking into consideration breaks and scheduled time away from campus, but no later than 30 days from the request.
2. Wentworth may make reasonable changes in the evaluation procedures or instruments applying the performance criteria, as specified in section 1.a. above, after consultation with the Federation. Any changes in the performance criteria will be accorded a period of five (5) days made prior to submit any written response to his/her evaluation. Evaluation Procedures. A. Bargaining 11.1 Each tenured unit member will be evaluated at least every two years, except where mutually agreed for unit members who qualify for evaluation every five years under the provisions of Education Code 44664. Probationary teachers will be evaluated every year until they receive tenure. The purpose of evaluation is to provide each unit member the opportunity to improve his/her professional skills.
11.1.1 The evaluation process shall be evaluated annually by members a mutually developed process in which both the evaluator and the evaluatee participate equally. Except as provided for in this Article, evaluations will be conducted using the Orchard School District Certificated Evaluation Form [Appendix E], with the goals and objectives determined in accordance with the following California Standards for the Teaching Profession (CSTP):

3. Understanding and organizing subject matter for student learning
4. Planning instruction and designing experiences for all students

11.1.2 Although teachers shall be responsible for their performance in each of the Center administrative staff.
B. With respect to probationary bargaining unit members onlyevaluation standards, the Center may seek student input on the evaluation of said probationary bargaining unit members and to the extent indicated herein such student evaluation shall be part concentrated on three of a probationary bargaining unit member’s annual evaluation. Tenure decisions shall not be based solely on student evaluationsthe six evaluation standards, as determined below.
C. A committee comprised equally of bargaining unit members with two (2) or more years service appointed by the Alliance and administrators appointed by the Director of the Center shall convene annually prior to December 1, to, if necessary, amend and/or update the Center-wide evaluation of instruction forms including but not limited to the student evaluation form. Bargaining unit 11.3 Unit members shall who are to be provided with copies evaluated will be so notified by the appropriate management person no later than the last work day in September of their evaluations including a student evaluation summary for probationary bargaining unit members and provided an opportunity to discuss eacheach calendar year. Subsequent to such discussions, or on receipt of a written waiver thereofNot later than the last working day in October, the bargaining unit member shall make an appointment with his/her evaluator to review and agree on the format as well as the unit member's goals, objectives, or evaluation standards for the evaluation period.
11.4 Unit members who qualify may choose an alternative evaluation format. Such alternative formats include:
a) self evaluation
b) project-based evaluation
c) portfolio evaluation
d) experiment-based evaluation
e) team project evaluation
11.4.1 Unit members are considered qualified to participate in an alternative evaluation format if they are permanent employees and their three most recent evaluations have been satisfactory. The District and a permanent unit member may also mutually agree that the unit member is qualified to participate in an alternative evaluation format, even if he/she does not have three consecutive satisfactory evaluations, provided that the employee’s most recent evaluation is satisfactory.
11.4.2 Unit members who qualify may not participate in the same alternative evaluation format two consecutive evaluation cycles (e.g. self-evaluation).
11.4.3 The alternative evaluation process will be accorded concluded with an assessment by the member and a period review of five (5) days to submit any written response to the assessment by his or her evaluator. The Evaluator shall identify in writing for both the member and personnel file whether the member has successfully completed his/her evaluation. Following Should the five (5) evaluation be incomplete or unsuccessful, the evaluator may either extend the current evaluation timelines or place the member on the Formal Evaluation track for the subsequent year.
11.5 The order and procedure of evaluation will be as follows:
11.5.1 By the last working day response period, a copy in September - Notification of those unit members who are to be evaluated and the name of the evaluator. By the last working day in October evaluatee and evaluator will meet to review and agree upon the format, CSTP evaluation report (including any student standards or goals and objectives, ways to measure achievement, and the role of the evaluator and evaluatee. For those evaluatees participating in the formal evaluation summary) with bargaining process, classroom observations will be done throughout the year. Observations will be both formal and informal. There will be a minimum of two scheduled formal observations. For those evaluatees participating in an alternative evaluation format, specific goals, objectives, and timelines will be agreed upon between the unit member response, if any, thereon, will be forwarded for administrative review and file. At the end of the contract year (August 31), the individual student evaluation forms for that year will be destroyed.
