External Applications. If there are no qualified applicants for any open and posted position, the College may fill the job at its discretion with an external applicant. No new employee or outside office service representative (Manpower, ▇▇▇▇▇ Girls, etc.) shall be hired to fill a position while a qualified regular employee of the bargaining unit is on layoff status and elects to take such a position.
