Filing of New EIR upon Completion. Upon completion of the New EIR, in accordance with the procedure set forth in CEQA, and after final consideration by and good faith consultation with the EIR Committee, DWR shall cause the New EIR to be filed with the Superior Court as a return to the writ of mandate issued by such court in connection with this case.
