Foreign Affairs. Section 1 The Government of the Free Associated State of Puerto Rico has full capacity to conduct its foreign affairs in accordance with the terms of this Compact. Section 2 The international capacity of the Free Associated State of Puerto Rico includes its authority to: (1) establish cultural, sports, educational, health, communications, consular, diplomatic, economic and commercial relationships, including the ability to receive development and assistance loans and enter into agreements with other governments and with intergovernmental and international organizations, including any issue that especially benefits its citizens; (2) maintain external relations related to the law of the sea and marine resources, including harvesting, conservation, exploration or exploitation of living and non-living resources of the sea, seabed or subsoil, to the highest degree recognized by international law. (a) The United States Government recognizes that the Government of the Free Associated State of Puerto Rico has the capacity to grant treaties and other international agreements in its name and in its own right, and to enter into international and regional organizations. The Free Associated State of Puerto Rico will also have the ability to negotiate new terms and conditions for its own benefit in multilateral agreements and treaties to which the Free Associated State of Puerto Rico was subject to before the effective date of this Compact. (b) The United States Government will support the requests of the Government of the Free Associated State of Puerto Rico to become a member of or have any other type of participation in regional and international organizations. (c) The Government of the Free Associated State of Puerto Rico confirms that it will act in accordance with the principles of public international law and that it will resolve its international disputes by peaceful means. Section 4 After the effective date of this Compact, the Government of the United States will continue to provide consular assistance to the citizens of the Free Associated State of Puerto Rico in those countries where offices, consulates or embassies of the Free Associated State of Puerto Rico have not been established.
