Foreign Users. Except for Canadian citizens using the Licensed Software in the United States, Licensed Software shall not be used by any foreign entity or foreign person, as defined by United States government export control regulations, including, without limitation, anyone who is not a citizen, national or lawful permanent resident of the United States.
